The Committee advise that the vote should be approved, the Colonial Surgeon (Dr. A) having reported that in his opinion a good and trustworthy nurse could not be found smaller remuneration.

The Committee consider the question of the mail subsidy.

Read a letter on this subject from the Chairman of the Hongkong General Cham Commerce, dated the 15th January, 1885, and one forwarding a communication frot MACKINTOSH, of the firm of Messrs. BUTTERFIELD & SWIRE, expressing his views on this st 208 of 1885. Read also a report by the Postmaster General (Mr. LISTER), containing a résumé correspondence relative to the Eastern Mail Service and its relation to Hongkong, with additional observations and suggestions.

C.8.0.

Resolved that the sections of the Community which are most interested in the question conveyance of mails are represented by the Chamber of Commerce, and that the recomu tions of that Chamber, which have been made with only one dissentient vote, should, opinion of the Committee, be recommended for adoption.

The Committee trust, that in any new arrangements, the distribution of the ame contribution towards the paying of the subsidy will be favourably considered as far Colony is concerned, and recommend that the papers on this subject, which have not a been printed, should be printed forthwith.

The Committee adjourns sine die.

The Minutes of the last Meeting held on the 10th February last, are read and confirmed.

ESTABLISHMENTS.

Medical.

Read a Minute by His Excellency the Governor reconimending a vote of $90, being an increase to the salary of the Clerk of the Government Civil Hospital from $20 to $30 per month rising to $40 a month by an annual increment of $2 a month.

The Committee understand that the sum asked for is the difference of salary for 9 months, between $20 a month and $30 a month, and recommend that in view of the strong opinion expressed by the Colonial Surgeon (Dr. AYRES) and the Superintendent of the Government Civil Hospital (Dr. WHARRY), that the salary of the Clerk should be raised as a sufficient inducement for a trustworthy competent person to retain the post, the vote should be approved.

Police Magistrates.

Read a Minute by His Excellency the Governor recommending a vote of $96, being an increase to the allowance to the Inspector of Weights and Measures, from $8 to $20 per month, from 1st April to 30th November, 1885, in lieu of receiving a portion of the fines.

The Committee find the Weights and Measures Ordinance, 1885, recently passed, does away with paying the Inspector by a share of the fines which are now paid in full into the Treasury. Under the circumstances, the Committee consider the increase reasonable, and recommend that the amount should be voted.

Read a Minute by His Excellency the Governor recommending a vote of $200, for restoring to their original condition the two shops in Praya West, recently used in connexion with the Opium boiling Factory.
